Amendments to by-law R-036 on safety and conduct : STM puts focus on customer travel experience

In an effort to improve the customer experience, the Board of Directors of the Société de transport de Montréal (STM) is recommending that the Montréal agglomeration council approve proposed amendments to by law R 036 on the standards of safety and conduct to be observed by persons in the rolling stock and buildings operated by or on behalf of the STM.

Dogs in the métro
With two successful pilot projects under its belt, the STM can now confirm that the new rules regarding dogs and bikes in the métro should be here to stay. The projects demonstrated that the current rules are sufficient to ensure a pleasant travel experience for all customers.

Hours when dogs are allowed in the métro:

  • Weekdays: Opening to 7 a.m., 9:30 a.m. to 3:30 p.m., and 6 p.m. to closing
  • Weekends and holidays: All day
  • Summer (starting the third Monday in May and ending the day before the third Monday in August every year): All day

Rules for dog owners:

  • Dogs must wear a muzzle for the entire duration of the trip.
  • Owners must keep their dogs on a tight leash no longer than 1.25 m (49 in.) and remain in control of them at all times.
  • Owners must stop their dogs from barking, howling, or making other sounds.
  • Owners must clean up any mess made by their dogs.
  • Only one dog is allowed per customer.

Bicycles in the métro

The expanded hours for bikes in the métro will also be permanent under the amendment to by‑law R‑036. The same hours will apply as for dogs.

Rules for cyclists:

  • No more than two bikes on the same métro car.
  • Avoid using the first métro car, as it is often used by school groups, daycares, and people with functional limitations.

“Making these measures permanent shows that we’re listening to our customers and delivering on their requests,” says Éric Alan Caldwell, Chair of the STM Board of Directors. “We’re adapting to the needs of our customers and keeping our services relevant and appealing. Safety remains our top priority, especially in the underground areas of the métro. And the pilot projects were conclusive—these initiatives are safe.”

Banning of electric modes of transportation

In the updated by‑law, the STM is banning all electric modes of transportation (bicycles, scooters, skateboards, etc.) from the bus and métro due to their growing popularity. This decision is based on the growing number of fires that have been caused by the batteries used in these devices, particularly in England, the United States and Canada, as well as the lack of standards governing the manufacture of said batteries.

All proposed amendments will be submitted for approval to the agglomeration council on December 19th. If approved, they will come into force in the coming weeks.
