Catherine Boucher, a CPA auditor and management consultant, was selected upon 366 people who applied following the invitation to apply on the STM website between November 1 and 17, 2024.
Boucher stood out for her in-depth understanding of the financial realities of public transit agencies and her professional skills, which complement those of the Board’s other members.
Boucher is being appointed to replace Claudia Lacroix Perron, who joined the Board in 2011 as its first customer representative and member under 35.

With nearly 400 applications submitted, the process was a resounding success, as reflected in the high calibre of the applications received.

The call for applications was held Nover 1 to 17, 2024, during which time Montrealers submitted 366 applications via the STM website. The STM Corporate Secretariat coordinated the submission and processing of the applications, as well as the recommendation of candidates with the greatest potential. The City of Montréal, acting through its agglomeration council, made the final selections on February 20, 2025.

Our board members attend various meetings and public assemblies and serve on committees to ensure that the STM is being run soundly, efficiently and responsibly. They set the company’s high-level strategies and adopt the strategic organizational plan for public transit in the area covered by the STM.
The person actively participates in all meetings of the board of directors. Public meetings are held 10 times per year. In addition to board meetings, members participate in information or special sessions (between 5 and 10 sessions) per year. If the person joins a committee, there are additional meetings (between 4 and 10 meetings).
We wanted the new Board member to be representative of the clientele under 35 years old. Thus, the experience of public transport as a member of the clientele was taken into consideration.
Availability: actively participate in all board meetings and have conscientiously prepared for them by reading the documentation in advance and doing the necessary reflections and research to provide a useful contribution to the organization.
Sense of ethics: behave in a manner consistent with the values and ethical principles that apply to them by virtue of their duties. The person knows how to recognize conflicts of values and ethical risks underlying the exercise of certain of their duties or the decision-making processes in which they participate.
Integrity: put the interests of the organization first, behave honestly and value conduct that places them above suspicion.
We were looking for someone with the following qualities and skills:
Strategic thinking: The member must be able to recognize and pinpoint the issues that the organization is facing based on a solid understanding of the context. They must demonstrate the ability to anticipate issues, risks and opportunities, as well as their impacts on our ability to achieve our organizational mission. They must be able to help us build better strategies.
Communication skills: the member must be able to express their ideas to the Board of Directors clearly and respectfully. They must use their communication skills to promote dialogue and practise active listening.
Knowledge of and/or interest in public transit issues: the member must have a keen interest in trends, challenges and opportunities in mobility and public transit.
Analytical and decision-making skills: The member must be able to evaluate complex information, formulate opinions, and make informed decisions. They need a good sense of politics and the ability to understand the legal context in which the organization operates.
Range of experiences: The member must be able to contribute experience, expertise and leadership in governance, finance and auditing, human resources, customer service, major projects, information technology, and/or sustainable development.
